Training Courses Offered for Continuing Education

A major goal of all training is to reinforce safety. All of the American Line Builders Apprenticeship Training (ALBAT) courses offered below include safety training that fulfills the requirement of additional training under the OSHA standards. This course list is our current offering of training that is already established and is ongoing.

Pole Top and Bucket Truck Rescue

The reaction to emergencies can be life or death situations. Pole top and Bucket Truck Rescue training teaches the skills necessary to save another person’s life. The course includes classroom training and actual hands-on experience. Both Pole Top and Bucket Rescue operations require dynamic action by the individuals of our industry. The rigging, lifting and lower skills necessary to get the victim down from elevated heights is trained and practiced. This rescue training meets OSHA requirements for rescue instruction. A certification card, good for one year, is issued after the completion for both training sessions.

Bucket Truck Training / Digger Truck Training

The training program provides rules and practices of Bucket and Digger truck operation. Some areas covered during the sessions include machine operations, safety procedures, load charts, hand signals, and transportation. The course is not Altec specific but deals mainly with OSHA compliance. The result of the training fulfills OSHA requirements of compliance and qualifies competent persons under OSHA standards. Participants receive a certificate of completion from Altec. The course information can be offered in two ways: classroom setting and/or self-directed computer-based training. With either method, participants are tested on the information covered. Practical operation training is done as a group.

First Aid Training (Coyne)

This course prepares the participants in basic First Aid training. After the completion of this course the participants will be certified in First Aid for three years. Cards are issued to the participants after the course is completed. Coyne First Aid has been officially accepted by the U.S. Department of Labor – Occupational Safety and Health Administration (OSHA) as accredited training. This course will cover the essential steps of basic First Aid procedures. The goal of this course is to have participants become able to competently perform the procedures of basic first aid in emergency situations. The training places a special emphasis on the need for safe work practices both at home and on the job. The course teaches how to render basic First Aid for wounds/bleeding, shock, fractures, burns, eye injuries, fainting and diabetic emergencies, drug overdose/poisoning, seizures, temperature related problems, insect stings/bites, snakebites, and emergency moving of patients.

Basic Life Support (Coyne)

This course will cover the essential steps of basic CPR and AED procedures. After completion of this course, the participants will be certified in CPR and AED procedures for one year. Cards are issued to the participants after the course is completed. The training has been officially accepted by the U.S. Department of Labor – Occupational Safety and Health Administration (OSHA). The goal of this course is to have each participant become aware of the benefits of following a healthy lifestyle, and to be able to competently perform the following: Rescue Breathing, One Rescuer CPR, Emergency procedures for an Obstructed Airway (Heimlich maneuver) for both conscious and unconscious adults, and AED operations. Also included in the training is learning to recognize symptoms and first aid procedures for Angina Pectoris, Stroke and Near Drowning. The training reinforces the need for safe work practices both at home and on the job.

Personal Protective Grounding

The course introduces Grounding for the protection of employees, CFR 1910.269 paragraph “N” under the OSHA standard. Qualified employees under the standard who work on or around energized conductors are trained how to establish an equipotential zone of safety. By the uses of a PowerPoint presentation and a test simulator, the participants are shown how to create a safe de-energized line and how to install new lines safely within the OSHA standard description. The training also includes how to test lines before installing grounds, and the order of connection and removal of the grounds with the proper procedure.

Hand Signal

This course is designed to qualify a person in hand signals by following OSHA standards through written and practical examinations. This course covers standard hand signals for controlling crane operation through OSHA regulations.

Rigger

This course is designed to qualify a person in proper rigging and knot tying. This course teaches awareness and the dangers involving rigging. This course covers hooks, below-the-hook lifting devices, personnel lifting systems, slings, rigging equipment for material handling, and cranes and derricks.

Cable Splicing Module I

This is the first module of five hands-on cable-splicing courses. This module covers hand-taped splices and terminations. The course presents information on several types of cable splices. Most have high voltage applications; however, many of the splice technologies are used in all areas of electrical installation. Information is presented from different manufacturers of cable splicing materials.

Cable Splicing Module II

Prerequisite: Cable Splicing Module I

This module covers several methods of terminating cable, Hand taping Tee splices, and Protective Grounds. The hands-on exercises include the construction of a 5kV and 15kV termination and 15kV Tee splice. Materials are presented from many different manufacturers of cable splicing materials.

Cable Splicing Module IV

Prerequisite: Cable Splicing Module I

This module covers termination and splice kits. The course presents information on several types of cables splices and terminations used in the field today. Materials used are from different manufacturers of cable splicing kits. The kits include cold and heat shrink applications kits.

Cable Splicing Module V

Prerequisite: Cable Splicing Module I

This module of cable splicing is an intensive hands-on course where participants learn the skills necessary to splice and terminate lead cable. Approximately 70% of the class consists of hands-on preparation and making splices and terminations. Skills include safe handling of hot solder, lead safety, how to bell lead, how to wipe solder, etc. The participant will also learn how to seal cable ends, install pulling eyes and build pothead terminations.

International Municipal Signal Association, Inc. (IMSA)

Traffic Signal Technician Certifications

The attainment of certification is a means for individuals to indicate to the general public, coworkers, employers, and others that an impartial, nationally- recognized organization has determined that they are qualified. This certification tests specific technical tasks, knowledge and experiences that are involved in the traffic signal profession.  ALBAT currently offers IMSA certifications in the following areas: Work Zone Traffic Safety, Traffic Signal Technician Level I, Traffic Signal Electrician Level II.

American Traffic Safety Service Association (ATSSA)

Traffic Control and Flagger Certification

This course fulfills a need for traffic control and flagger training. Five out of the eight states the ALBAT Program covers require certified personnel in traffic control and flagging. This supplementary training covers work zone set-up and safety. Flagger trainees learn fundamental concepts, usage and procedures. Demonstration and practice is included in the training for the certification. This is a certification course and the attendees will receive cards from the ATSSA.

Electrical Industry Certifications Association (EICA) Cranes & Digger Derrick Certification

A candidate must take and pass both a Practical Exam and a Written Exam for Rotating-Control or Stationary-Control EICA Certification, or a Digger Derrick EICA Certification. The Practical Exam provides a demonstration of the candidate’s skill level of operating a crane or digger derrick. EICA allows a candidate to pass multiple practical exams by using one piece of equipment, as long as the equivalent written specialty exam is passed. The Written Exam comprises of a general knowledge exam and specialty exams for the type of certification being attained (crane and/or digger derrick).

Distribution Transformer Theory and Connections

The purpose of the training is continuing education for all individuals associated with distribution systems. The level of training gives a wide variety of personnel operational data and an understanding of transformer theory. All distribution systems have different construction standards, but the principles and theories are the same. The attendees will study single and three phase connections, build transformer banks on a simulator and test voltages.

OSHA 10-hour ET&D and 30-hour – Construction Safety and Health Awareness Course

This course is designed as a basic training program for construction safety and health awareness for the construction industry. Special emphasis is placed on those topics that are specific to the electrical industry and being most hazardous, using the 29 CFR 1910.269 as well as 29 CFR 1926 as a guide. Instructional techniques, as well as effective use of visual aids and handouts, are used. Topics to be covered include OSHA inspection procedures, safety training programs, hazard communication and health hazards, personal protective equipment, fire prevention and protection, materials handling, tools, welding, electrical, fall protection, confined space entry, shoring and trenching. A certification card is issued upon completion of the training.

The American Line Builders Apprenticeship Training (ALBAT) program is a cooperative labor-management training program funded and administered by American Line Builders Chapter, National Electrical Contractors Association (NECA) and International Brotherhood of Electrical Workers (IBEW), Fourth and Sixth Districts. In the IBEW Fourth District, ALBAT performs the training for Kentucky, Maryland, Ohio, Virginia, Washington, D.C. and West Virginia. ALBAT serves the IBEW Sixth District in Illinois, Indiana and Michigan.
